Cell-based technologies, ranging from conventional cell culture to more complex engineered models such as organoids and organ-on-chip systems, are becoming increasingly important for biomedical research, drug development and toxicology. By generating information before animal studies are undertaken, they contribute to the Reduction of animal use in research. Depending on the scientific context, they may even replace animal models. Swiss higher education institutions have already developed significant expertise and infrastructure in this field.

A recent assessment conducted by the Swiss 3R Competence Centre (3RCC) identified 18 cell technology platforms whose competencies are highly complementary. However, national coordination, visibility and long-term institutional anchoring across the 12 higher education institutions hosting these platforms remain limited.

A national network connecting these platforms could strengthen 3R structures, research infrastructure, education and training. It would facilitate collaboration with Animal Welfare Officers, support the exchange of expertise and best practices, and promote scientific qualification. Additional funding and the involvement of industry partners would also enable activities related to the validation, qualification, recognition and implementation of 3R methods.

This policy brief provides details of the assessment and presents the 3RCC’s recommendations for strengthening and enhancing Switzerland’s cell technology platforms.
